RCGA, Civic Progress & RBC Leaders Pen Guest Commentary: “One Piece Of A Larger Plan”: RCGA Chairman Tom Voss, Civic Progress President Ward Klein and Regional Business Council Chairman John Tracy penned a guest commentary, “One Piece Of A Larger Plan,” published in the March 21st edition of the St. Louis Post-Dispatch.
We wanted to share this piece once again in this issue of Monday Memo:
“We cannot agree more with the March 16 Post-Dispatch editorial that, "the CityArchRiver project holds immeasurable promise for the City of St. Louis and the entire region." Based on tremendous public response, we believe that residents share our enthusiasm for reinvigorating this iconic landmark and are as excited about the idea of enjoying the finished product as they are in showcasing it to family, friends and visitors from around the world.
It is because of this shared sense of ownership and enthusiasm that we believe voters in St. Louis City, St. Louis County and St. Charles County should have the opportunity to decide at the polls in November whether they are willing to expand Great Rivers Greenway's taxing authority. This event will be a one-of-a-kind free hiring fair for both employers and job seekers.

RCGA Economist Documents Over $14 Million In St. Louis Economic Impact From Just-Concluded NCAA Wrestling Championships: The just-concluded 2012 NCAA Wrestling Championships, which began last Thursday and concluded Saturday evening at the Scottrade Center, not only provided exciting college wrestling, but the championships also had a very positive economic impact for the bi-state St. Louis region.
RCGA Chief Economist Ruth Sergenian notes that the wrestling championships had an estimated overall economic impact on the region of some $14.7 million, with an estimated $7.6 million in direct spending by visiting fans on admissions, concessions, hotels, meals and in-town travel, and an additional $7.1 million in indirect impact, as those dollars circulate through the St. Louis economy.
Sergenian based her analysis on the 18,000 wrestling fans who attended each of the sessions over the three-day period.
St. Louis Sports Commission, the University of Missouri, and Scottrade Center and their respective staffs, are to be congratulated for their collective efforts in recruiting and putting on this event. The NCAA noted how pleased it has been over the years with St. Louis’ performance as the host region for this high profile sporting event.
The NCAA Wrestling Championships also provide an intangible benefit to the St. Louis region. This type of free media exposure for St. Louis is priceless.

2012 InvestMidwest Venture Capital Forum To Be Presented April 4 & 5; Early Registration Deadline This Friday, March 16: InvestMidwest is quickly approaching, so we encourage you to register today to attend, as well as passing along this reminder to your colleagues in the investor community. InvestMidwest is an outstanding deal-making and networking event for investors and entrepreneurs, and professionals who work with both.

Funds Available To Pay For Skill Training, Job Placement And Wage Subsidies: The U.S. Probation Office here in St. Louis has announced that the federal “Second Chance Act” provides funding for emergency and transitional services for ex-offenders that are re-entering the community, and urges area employers to consider these programs to hire well-trained employees and help reduce the rate of recidivism, while receiving substantial funding benefits.
U.S. Probation for the Eastern District of Missouri has identified applicants who have completed Department of Labor certified apprenticeships or other vocational training while in prison, and conducted interest assessments to match applicants with potential employers. Skill training has been provided in commercial driver’s license, auto mechanics, weatherization, welding, construction, solar panel installation, energy auditing, electrician, asbestos removal, and barbering. Additional funds are also available to pay for specific training required by an employer. Many of these applicants meet HUD Section 3 incentive requirements for hiring low income workers or minority employee contracting and incentive requirements and additional incentives are available for employers that hire these skilled and trained employees.
On-the-job training (OJT) funds are also available to reimburse employers 50% of wages paid for the first 90 days of employment provided the employment is full-time, pays more than minimum wage, and the employer is committed to retaining the employee for at least one year based on successful job performance. Funds are also available to pay for tools, training, testing, equipment, uniforms, certifications and licenses required for employment. The employee must be under the supervision of the U.S. Probation Office in the Eastern District of Missouri during the 90 day OJT. Employers may also be eligible for up to $4,800 in tax credits for employees that are veterans.
Applicants will be screened by the U.S. Probation Office to ensure they meet all job qualifications. Employers will conduct interviews and make all hiring decisions. Free Federal Bonding Insurance is also available to help protect employers.
