New Developments In “St. Louis Big Idea” China Project Hold Very High Hopes For The Future: While there are still hurdles to be cleared, this past week's much-anticipated announcement that China Eastern is the designated airline with whom Lambert will now negotiate, as well as the arrival of a Chinese delegation this past weekend coming to St. Louis as a follow on to Chinese President Hu Jintao’s state visit, and the MOU agreement signed between the RCGA, World Trade Center, and the Shanghai Foreign Overseas Investment Board on Saturday evening here in St. Louis on economic development --- are all very significant steps forward for the St. Louis “Big Idea”.

St. Louis and Chinese Leaders Sign Memorandum of Understanding (MOU) Back row from left to right: Delegation Chair Sha Hai Lin, Deputy Secretary General, Shanghai Municipal People’s Government; Yang Quoqiang, Consul General of the People’s Republic of China in Chicago; St. Louis Mayor Francis Slay; St. Louis County Executive Charlie A. Dooley; and Midwest China Hub Commission Chairman Mike Jones. Front row from left to right: Tim Nowak, executive director, WTC; Huang Feng, vice chairman, FID; and Richard Fleming, president & CEO, RCGA.

St. Louis County Executive Charlie Dooley, Hub Commission Chairman Mike Jones, Airport Director Rhonda Hamm-Niebruegge, and I met the delegation on their arrival on Saturday morning at Lambert. Following a Lambert operations tour, the delegation spent much of the day at the new Express Scripts Technology and Innovation Center, where Express Scripts senior vice president and chief medical officer Dr. Steve Miller and fellow Express Scripts executives briefed the delegation on the ESI business model and provided a tour of the new ESI high tech facility adjacent to Lambert in North Park, followed by presentations on St. Louis and the Big Idea by the RCGA, Lambert, the Hub Commission, and MoDOT.

Saturday concluded with Yang Guoqiang, Consul General of the People's Republic of China to Chicago; Ambassador Sha Hai Lin, Deputy Secretary General of Shanghai Municipal People’s Government and Chairman of Shanghai Municipal Commission of Commerce; Mayor Francis Slay; County Executive Dooley, and Hub Commission Chairman Jones joining Shanghai Commission Vice Chairman Huang Feng; World Trade Center Saint Louis Executive Director Tim Nowak, and me, when we signed a memorandum of understanding (MOU) on economic development between Shanghai and St. Louis. Saturday evening Mayor Slay hosted the delegation at dinner.

On Sunday the delegation received in-depth presentations by Savvis executive Jeff Von Deylen, senior vice president for global operations and client services at their HQ and a briefing and lunch at Emerson HQ by Emerson president Ed Monser and by Mayor Slay. The delegation departed St. Louis Sunday afternoon, following their week-long stay in Washington, D.C., Chicago, and St. Louis.

A major milestone came this past Wednesday when the Chinese Minister of Commerce Chen Deming and Chinese aviation authorities instructed the freight arm of China Eastern airlines to seek a final deal for regularly-scheduled cargo service at Lambert-St. Louis International Airport.

President Hu wrapped up his 4-day trip to the U.S. in Chicago, where RCGA Executive Vice President for Economic Development Steve Johnson participated in several events on Thursday and Friday.

In a St. Louis Post-Dispatch piece by Tim Logan, published yesterday, Steve noted, “This whole thing is not just about two or three cargo planes a week. It's about what you can build from that." Please click on this link to read the entire Post-Dispatch article.

Missouri Priorities: A top legislative priority in Missouri for the RCGA this year is to restore balance and strengthen the State's employment laws, which have been adversely affected by numerous court decisions over the past decade.

Second, while the RCGA recognizes that the Missouri Legislature must make difficult choices to balance the State budget, we will continue to aggressively support and protect proven economic development programs that stimulate employment, jobs, and leverage private investment.

RCGA also supports coordinated policies and programs to spur high-tech entrepreneurship in Missouri and the creation of stable and sustainable sources of funding for scientific research, innovation and investment in growing industries like biotechnology and IT.

Speaking Of The Region’s Logistics Industry Cluster: Tim Logan of the St. Louis Post-Dispatch penned an in-depth article on a just-completed national study on the logistics sector, noting the unique opportunites for the St. Louis region to create new, high paying jobs by “becoming a vital link in shipping/distribution of global goods” --- both by virtue of the region’s natural geographic and historical attractiveness for transportation and logistics, and the special opportunity represented by the China Big Idea Project. January/February St. Louis Commerce Spotlights Region’s Robust Financial Services Industry Cluster: St. Louis Commerce Magazine begins its 93rd year of business coverage in St. Louis by featuring our region’s Financial Services industry, with a special emphasis on the technology leadership of our St. Louis-headquartered financial services firms. As we’ve noted on a number of occasions, St. Louis serves as headquarters to the largest number of stockbrokers in the nation outside of New York City and Wall Street, according to a 2007 survey by Investment News.

Clicking on the graphic of the cover page below will take you to our cover story:

Our cover story illustrates why Wall Street and the marketplace recognize the strength of our financial services firms, their talent pool and the industry-leading business these firms have done for decades. When the RCGA and Market Street Services of Atlanta looked back at the 5 promising industry clusters we had originally targeted back in 2000, Financial Services (along with the industry-leading technological advances this segment embraces) emerged once again in this 2009 analysis as being one of the most promising industry sectors for job growth in our region.

This issue of St. Louis Commerce focuses on 4 of the major players in St. Louis’ technology-driven Financial Services cluster and the chief executives who lead them: Ron Kruszewski of Stifel, Nicolaus & Co., Inc.; Danny Ludeman of Wells Fargo Advisors; Rodger Riney of Scottrade; and Jim Weddle of Edward Jones.

This issue of Commerce Magazine also highlights 2 other industry clusters that hold great economic hope for the St. Louis region: leveraging the region’s transportation assets through the Multimodal Supply Chain and Distribution cluster and the region’s emerging Sustainable Technologies cluster --- such as our unique strengths in plant sciences, agriculture, and building design and materials.

Regarding the Transportation/Distribution Cluster, our region’s central location and unique multi-modal infrastructure are boons to our efforts to realize The Big Idea—for the region becoming China’s Midwest Cargo and Commercial Hub. The overall Logistics Cluster already employs over 50,000 in our bistate region.

With regard to the region’s Sustainable Technologies cluster, a recent report by Silicon Valley-based Collaborative Economics documented that the St. Louis Core Green Economy already has 9,000 jobs and has grown by 54% in recent years, keeping pace with Silicon Valley’s 53% growth on a base of 14,000 jobs.

Commerce also goes in-depth into the resurrection of the Kiel Opera House as St. Louis’ newest entertainment venue, and in our regular Commerce features, learn more about John Nations, the new head of Metro-Transit; Silicon Valley transplant and Express Scripts Executive Vice President and Chief Financial Officer Jeff Hall; and a talented banker who returned to his St. Louis roots, Senior Vice President of Commerce Bancshares John W. Kemper.
